It looks like there's a rotating piece to free the black hose, but it was stuck. In this image, the 90 degree gray tube connects to the black hose (left of the main dust cup). I tested a new filter first (only $6, why not) and was still having the problem. If I run the vacuum without the spongy filter, it's green and good. I've rinsed it in water, have it in front of a fan, and in this hot weather it's starting to dry. (I actually had more typed, but I troubleshooted and narrowed it down to the spongy filter). I've cleaned the spongy filter in the dust cup that was only mildly dusty, the HEPA filter didn't really have anything in it, cleaned out the hoses the best I could, and the rollers don't have much debris on them.
